over_saturation
Over saturation is the term for inappropriately intense colors in an image or video. This can be caused deliberately for artistic effect, as well.
A well-known example ("illustrated here" http://preservation.bavc.org/artifactatlas/index.php/Oversaturation (Dead link)) is when the reds on a television set come through too strongly, resulting in unusual skin tones.
