Phoebe, known as Fuyou in Japan, is a character introduced in Pokémon Ruby_and_Sapphire.
This member of the Elite Four apparently gained the ability to commune and even converse with ghosts, thanks to her training at Mt. Pyre.
She is dark_skinned, has blue eyes and short spiky black hair. She wears two hair flowers, a blue bandeau, a blue floral and poke ball print sarong, an anklet, and is barefoot.
