Unlike no panties or pool #2385, the meme specifically refers to when the author makes the question of whether or not a character is wearing panties the main idea of an image. Usually portrayed by text, speech, or visual storytelling.
Should not be used for images in which whether or not a character is wearing panties is just ambiguous.
