Some examples:
* For short hair use short hair
* For short pants use shorts
* For really short pants (aka. hotpants) use short shorts
* For short dresses use short dress or miniskirt
For short characters one of these tags may be applicable:
* petite for small-but-natural overall body size.
* chibi for unnaturally chibified characters.
* height difference for images that show the difference in height between two people.
* minigirl/miniboy for unnaturally tiny people.
* aged down for characters portrayed younger than their 'normal' age.
